Same guy?[]

- It's implied that they are, given both were trying to get in to the QZ, same name, both trade with people inside that zone, and Bill's Frank was trying to escape Lincoln to travel there. But. Nothing is confirmed so it's unknown canonically. Snivystorm (talk) 23:04, August 27, 2016 (UTC)
