Background & Early LifeEdit
Not much is known about Arthur Monroe's early life. Monroe was the Attorney General of the United States Department of Justice during the time of the outbreak. Given his rank, he is also likely affiliated with FEDRA.
When the outbreak began spreading throughout the world, the United States Military began search efforts to find survivors. Although, according to a newspaper clipping, Attorney General Monroe "made it clear" in a letter that the Military has called off its search efforts.
It is unknown what happened to Munroe after that.
Events of The Last of UsEdit
During the "University" chapter, Joel can find the artifact Newspaper Clipping, which is written by Lev Benioff and describes the U.S. Military recalling their search efforts and how Attorney General Monroe "made this clear" in a letter.
